On February 19, 2009, California narrowly escaped bankruptcy, when Governor Arnold Schwarzenneger put on his Terminator hat and held the state senate in lockdown mode until they signed a very controversial budget. If the vote had failed, the state was going to be reduced to paying its employees in I.O.U.s. California avoided bankruptcy for the time being, but 46 of 50 states are insolvent and could be filing Chapter 9 bankruptcy proceedings in the next two years.

One of the four states that is not insolvent is an unlikely candidate for the distinction – North Dakota. As Michigan management consultant Charles Fleetham observed last month in an article distributed to his local media:

“North Dakota is a sparsely populated state of less than 700,000, known for cold weather, isolated farmers and a hit movie – Fargo. Yet, for some reason it defies the real estate cliché of location, location, location. Since 2000, the state’s GNP has grown 56%, personal income has grown 43%, and wages have grown 34%. This year the state has a budget surplus of $1.2 billion!”

Pennsylvania Insurance Department Updates Web Site to Offer Thrifty Tips for Auto Insurance Consumers

Bill to Bring Back No-Fault Insurance Defeated

A bill returning no-fault insurance to Colorado was killed Feb. 18 by a 7-3 vote in the House Business Affairs and Labor Committee.

In 2003, Colorado switched to a tort system of auto insurance, in which the at-fault driver’s insurance pays for medical bills and property damage. House Bill 1226, sponsored by Rep. Anne McGihon, D-Denver, and Sen. Morgan Carroll, D-Aurora, would have reversed that.

Auto insurers say bringing back no-fault insurance would cost Colorado drivers millions of dollars in premiums. A study commissioned by Gov. Bill Ritter’s office in 2007 found that dropping mandatory medical payment coverage saved the average driver $322 a year — a 35 percent drop.

State Farm’s Exit From Florida Proving To Be A Problem

Teresa Jackson, a State Farm policyholder for 18 years, has been looking for replacement coverage since State Farm announced in late January plans to pull out of Florida’s property insurance market.

After weeks of navigating Florida’s distressed insurance market, Jackson still feels helpless and is fraught with concern.

“I’ve never had to change my homeowners insurance,” Jackson said. “I don’t know how to do this.”

One thing, however, is becoming apparent, Jackson said. Her options may not be as abundant as state regulators have suggested.

After seeking bids from other insurers, only Citizens Property Insurance, Florida’s insurer of last resort, was willing to quote her a price for insuring her Lutz home.

A state lawmaker plans once again to push for mandatory auto insurance. The Wisconsin Association for Justice, a trial lawyers’ group, is calling on the governor and legislature to require that all Wisconsin motorists carry auto insurance. “They are correct, there’s only two states left,” that don’t require insurance, says state Senator John Lehman. The Racine Democrat says up to fifteen percent of Wisconsin drivers are driving without insurance, and his constituents routinely ask why the state allows that to continue.
